Alors que L’AMC a fait appel à deux entreprises pour mener à bien le projet de la Sabarmati : EPC et le SRFDCL, en 2003, le bureau d’études en architecture et ingénierie HCP Design Planning & management (agence appartenant à M. Bimal Patel) est mandaté par SRFDCL en tant que maître d’œuvre. Les travaux débutent en 2005. Une nouvelle ère s’inscrit à Ahmedabad où l’intention initiale d’un projet profondément social se trouve largement modifiée vers un projet favorisant des aménagements de promotion immobilière. Cette Interview de B. Patel décrit parfaitement la vision de départ du projet et les critères qui seraient les plus importants à mettre en œuvre rapidement selon B. Patel :

It is because the rules they have to follow and the plans that they have to comply with are so often senseless-made by hubristic planners who have exceeded their brief,» he emphasizes.(…)

To make city-planning work, we have to abandon old ways of planning that have not worked for many decades. We have to embrace a new way of planning that works with the market rather than against it.
